A.    Jan 16, 2004, BOARD OF DIRECTORS MONTHLY MEETING: Grover Jackson called the BOD to order at 13:30 hours Attendees:Grover Jackson, Chris Cook, Bob Cope, Bob Crabtree, Bob Baert, Dan Dapolito,Bob Sherwood, Grover McMakin, Okey Warden, Col John Diggins, and John Worthington.  Visitors were Col Anthony Bair AIA/DS, and Ken Williams AIA/DP.

B.    MINUTES: BOARD OF DIRECTORS MEETING – Nov 21, 2003 minutes were reviewed, amended and approved.

C.    TREASURER’S REPORT: Bob Cope provided the financial report, which was discussed and approved as submitted.

OLD BUSINESS:

AIAI 36-2819  (AIA ANNIVERSARY PROGRAM) - Several board members had concernsconcerning the AIAI.  Col. Bair reassuredthe board that there was no intent to change the close relationship that AIAand the FTVA have had and want to continue in the future.  Col. Diggins willcheck on confusion on the programs for the FTVA last September.

FUTURE OF FTVA - Thefuture of the FTVA was discussed.  Theboard is looking at ways to increase membership of active duty members andincrease the number of chapters. 

E.    NEWBUSINESS:

INVITATIONS TO VIGILANT PARTNERS – Col Diggins will work to ensure that Partners are invitedto the events (Sensor Olympics, Yearly Award dinners, etc) that the FTVA supports.

ROAD IN ARMENIA– Received a requestfrom BGen Joseph L. Shaefer, MA to the Director, DIA for support in building a road in Armeniato the crash site of the C-130.  The roadin question is about 2.6KMs.  Theestimated cost is about $171,600 to repair and fix the road.  There was extensive discussion to includepossible Red Horse support, getting industry involved.  It was suggested that MGen LeBras contact the 55th Wing, BGen Kozial for his support in this effort.  Bob Copevolunteered to be the FTVA representative for this effort.  Bob recommended advertising to the Propwash Gang, FTVA members, and contact Big Safari throughLarry Tart and Mike Patterson.  John Worthingtonalso suggested the International DevelopmentCommission as a possibility. One concern was that the board did not want tobuild a road at U.S.standards and embarrass the Armenian people. After much discussion a motion waspassed to provide $1,000 if the project gets off the ground.

2004 ANNIVERSARY SCHEDULE - Col Bair, AIA/DSrequested that the board consider moving the FTVA anniversary week to the weekaround Oct 21-23, which is closer to the 20 Oct date when USAFSS wasstarted.  This would give AIA and FTVAthe opportunity to recognize the Hall of Honor inductees and the SensorOlympics winners, along with the annual AIA commander’s conference, thereforelinking the past with the present.  Thiscan be used to tell the younger active duty people of AIA today about thehistory of USAFSS, ESC, and AFIC.  Weneed to get the younger people to take an active part in FTVA if we want togrow.  Grover Jackson asked Chris Cook to take the lead in looking into moving FTVA week to Oct21-23.  Chris was tasked to makealternate reservations with the Lackland Gateway golf courses, MWR for Stapleton Park, and the Kelly Officers Clubfor the banquet.  Chris was going tocontact the 6924th, the Misawa, and other organizations to see ifthey could move to October.  Someorganizations have hotels under contract.  Once all the information is gathered, the FTVA board will discuss and consider moving the FTVA Anniversary week to October.

CORRESPONDENCE:  

1)     Command Chief Dowling requested $4,000 for the Yearly Award Week (8-12 Mar 2004).  The board approved the request.

2)     A letter was received from BGen Joseph L. Shaeffer requesting support for the Armenia road discussed above.

3)     A thank you note was received from Command Technologies Inc.

4)     A thank you note was received from the AIA Ambassadors Sgt Siejka, and TSgt Knotts

5)     A letter was received from Randy Roberts of the 6922 Wing Association concerning their anniversary celebration at StinsonPark which is the same day of the FTVA Picnic at StapletonPark .

6)     A thank you note was received from John Campbell for FLR-9 photos.

G.   FUNCTIONAL AREAS:

1)     Okey Warden  reported a good response from the Partners on the Christmas cards.  SAIC has upgraded their partner status.

2)     Bob Baert reported our change in internet server was complete.  It was also decided that once the minutes of each meeting is approved by the FTVA board he would post it on the Web page to get the widest dissemination to the FTVA membership.

H.    NEXT MEETING 13:30 hours, 13 Feb, 2004 at the Bexar Metro 9-1-1 Network District, Executive Director Bill Buchholtz, asked the FTVA board to change the February meeting from 20 Feb to 13 Feb at 1:30PM at the Bexar Metro facility. We will be given a tour of the facility (and mission briefing) at the conclusion of the business meeting, for those who are interested.
